A package on security for the Lombardy Region will be tabled at the end of the autumn and new standards for AWPs will be announced among the regulations set out by the Regional Administration. Pier Gianni Prosperino, member of local Government for the Lombardy Region, explains: "The Department for security of the Lombardy Region, under my leadership, has been working throughout the summer to prepare an outline package on security. All too often in the last few years security has been dealt in an "after the event" fashion. Instead I want to tackle the issues before they come up: it is no use shedding tears over spilt milk, and we need to get into action before there is an outbreak of the plague, before tragedies occur. Within the package a whole chapter will be dedicated to slot machines and to gaming".
Sig. Prosperino continues: "As a preview, I can already say that one of the new regulations is concerned with the physical separation between the slot machines themselves and the premises to which the public, and in particular young people, have access to enjoy restaurant/bar services. We will deal with such premises as we dealt with phone centres before. First of all we will compel restaurant/bar owners to place slot machines in a set aside area, and we will then require the provision of toilet facilities for that area. I do not think that many bar owners will be able to convert their premises. You will see, there will be mass closures. In this way the Lombardy Regional Administration will deal also with security aspects in the interest of the development of our young people, who need to be safeguarded and protected from the deadly epidemic of gaming activities".
This is a clear declaration of intent that gives little space for misunderstanding. In any case during the last few weeks we had the first indications from the Milan Municipal Administration of a possible new strategy for regulation and distribution of gaming in the region. The new regulations would need to fit within the framework of national laws already aimed at imposing a new set of constrictions, in such a way as not to contravene the primary law, otherwise the way would be open for a series of long and difficult legal disputes.
