The discussion of offshore island gambling laws caused a debate between two political parties in Taiwan, the ruling party KMT and the opposition party DDP. The latter is opposed to giving permission to casinos to open on offshore islands only, while some KMT members have requested that central government clarify its position on where exactly casinos can be sited.
The Yuan parliamentary Economics Committee has decided to postpone this proposal for a month giving time for both parties to discuss the situation further.
This proposal was made by the group of "No Party Affiliations" (NPA), with their new gaming law draft consulting the suggestions made by Council for Economic Planning and Development (CEPD). Therefore, the deputy minister of CEPD, Hwang Wang-Hsiang has expressed his support toward the NPA version of the law draft.
Hwang Wang-Hsiang said, "From the result of CEPD poll, more than half of the people in Taiwan think that having casinos on offshore islands first to boost the economics is a better plan. On the other hand, only seven per cent of people agree that main island casinos come first, showing the uncertainties of the pubic idea on casinos, and their expectations of seeing the outcome of offshore casinos beforehand as a trial run."
He also said, "The NPA version suggests government to give special gambling permission to the certified gambling zone. It is a must for decriminalization. Moreover, the opening of offshore casino requires the agreements from more than half of Taiwanese people, and the casinos must be set in the tourist spots government approved. These well designed regulations are all helpful for the redevelopment of economics on offshore islands."
