Armando Iaccarino, the Italian State Monopolies Agency (AAMS) Official Director, has signed a circular letter extending the compulsory deadline for the provisional proof plate. The circular states:
"As is well known, the functional tests on the connection to the telematic network, as required by the Interdirectorial Decree dated 22 March 2007 (AAMS/Italian Police), within the scope of the procedure regarding the compliance test, are anticipated by AAMS to continue until 30th September 2008."
When taking into account the opinions expressed by the sector operators and the network safety requirements, on the basis of the experience gathered in the last three months it has been decided that the provisional proof plate will continue until 31st December 2008 and that it will be compulsory only for those models equipped with gaming boards fitted in machines that do not yet have the compliance certificate (the so called "master" models). For all the other models, equipped with gaming boards fitted in machines with the compliance certificate (the so called "secondary" models), the plate will be optional.
The implementation of the indicated tests and the rules set out in this circular apply exclusively to machines authorised since 1st October 2008. These machines will be blocked automatically by the central system should any of the following conditions not be fulfilled:
- the machine should be operational for at least 15 (fifteen) days once activated;
- at least 2,000 (two thousand) games should be played within the above period;
- the network licensed dealer must perform the transmission tests, once activated, in accordance with the test timetable;
- the network licensed dealer must complete all the tests set out in the timetable issued by AAMS.
It is confirmed that, in line with current practice, the provisional plate shall be deemed to be confirmed only after receiving an appropriate communication from AAMS.
The new operating procedure for carrying out the functional tests and the regulations contained in the circular shall apply to all applications received as from 1st October. For applications currently pending, the following shall apply:
a) Applications relating to models equipped with gaming boards fitted in machines without the compliance certificate (the so called "master" models) shall be dealt with in accordance with the rules contained in the above mentioned circular;
b) Applications relating to models equipped with gaming boards fitted in machines that already have the compliance certificate (the so called "secondary" models) shall not be dealt with unless the application is repeated and advantage is taken of the options introduced in the above mentioned circular.
It has to be emphasized that all the machines already authorised to carry the so called provisional proof plate must necessarily complete the tests applying the above rules.
