Following several unsuccessful attempts, on November 4, Maryland voters overwhelmingly approved a statewide referendum to authorize 15,000 slot machines to begin operation by 2011. With a 59% to 41% margin, the measure was heavily supported by the Maryland Democratic Party, its Democratic Governor Martin O'Malley and the General Assembly.
Part of the motivation was the projected $1.2 billion in revenues, which would help to overcome an expected $1.7 billion deficit next year. The law allows for five slot locations, but does not currently limit the sites to specific maximums.
Since 1982, Pennsylvania operators have attempted to secure legislation that legalized video poker machines in licensed liquor establishments. The Pennsylvania Amusement & Music Machine Association (PAMMA) came closest in 1990 with the passage of its Video Lottery Terminal initiative, only to have it vetoed by the state's then-governor.
Once again, legislation will be proposed next session to legalize these terminals. However, since state run slot parlors have opened throughout Pennsylvania over the past few years, analysts predict strong opposition from those companies
