Local authorities in Lishui City, in the Zhejiang Province of China, have taken further action to regulate the leisure market in order to enhance the control of internet cafes and gaming establishments.
The local government launched a series of measures that lasted a month during the summer to tighten procedures in net cafes and gaming locations. The key point of this was to clamp down on establishments illegally permitting minors to enter their premises. In addition, the authorities aimed to prevent owners from operating outside sanctioned hours and to carefully examine the implementation of all governing systems and measures within the operating sectors. There has been a concerted effort to prevent internet cafes and gaming locations from ignoring official operating regulations and from carrying out business without authorisation, as well as to scrutinise the safety of each operating sector and introduce harsh penalties for any establishments deliberately blocking entrances, windows and emergency exits. Officials are keen to reduce the number of businesses operating within the sector without proper licensing.
