The Pennsylvania Amusement and Music Machine Association (PAMMA) formed with two goals in June 1982. The first aim was to fight unfair taxes on the growing video game market. Second, the group hoped to achieve legalised video poker in licensed liquor establishments throughout the state.
Many years ago, PAMMA succeeded in getting its bill through the legislature, only to see it vetoed by the then governor. After other failed attempts with several different legislative bodies, it may finally come to pass.
However, this is not an operator-sponsored bill, but the idea of current governor Ed Rendell. He was the force behind Pennsylvania's legalization of slot parlours in 2003. Following that legislation, state police have been more actively enforcing bans on grey-area games across the state.
Rendell plans to legalise video poker in bars and private clubs throughout Pennsylvania in order to increase funding for college student-aid programs. There is no early indication as to the scope, if any, of amusement operator participation in the programme.
