The Council of State of the Autonomous Regional Government of Madrid has approved the law for regulating bets, which includes those placed on sporting events, competitions or other previously determined types, and allows those companies within the sector to market the game of bingo and casinos over the internet.
The Treasury Minister, Engracia Hidalgo, informed us that the decree has been confirmed in a positive way by the Council of State. Hidalgo emphasised that, in implementing this regulation, Madrid is “one of the first” autonomous governments to regulate this method of gaming, thus filling the “huge legal vacuum” that exists in this area and giving “legal security and transparency” to those members of the public who enjoy betting.
With the implementation of this law, companies that desire to do so and that satisfy the requirements laid down by the regional Government will be able to offer bets starting at one euro, or even a fraction in combined bets, on sporting events or any other type of event with an unpredictable result. The law expressly prohibits offering bets that commit an outrage against human rights and liberties, the right to honour, to personal and family privacy, to one’s own image or the special protection of children and infants. In addition, the law does not allow bets to be placed on illegal events or on anything of a political or religious nature.
