Betting Licences Awarded
Published:  01 February, 2007

It was a bit of a scramble for the betting industry to snatch up the betting shop licences made available by the State late last year. Controversially, the licences were only offered to those companies who were already stakeholders in the betting shop industry – causing some in the coin-op sector to feel let down by the government.

As a result, there was a fight for the lucrative licences with companies having to organise finance very quickly as nobody expected the licences to be made available so soon. Now the new licence holders have just 18 months to make the new betting shops and betting concessions within bars fully prepared. Some have established new companies – and here new operating systems will have to be formalised. This is no mean feat for operators as everything will have to comply to the new law, back end and front end systems, terminals, physical collection points, and trained staff. The concessionaires can either declare himself a betting “provider” or entrust the business to an established communications service supplier – serving the betting industry. There are now at least 50 franchises that will link the betting terminals to the tax department and advise on what type of terminals should be used and what types of receipt readers. The changing protocols make it quite difficult for those involved in the sector. Even long-standing operators are now obliged to review the technology and the products they have used up to now. A draft of the document “Communication Protocol for the new non-turf fixed-odds betting system ” has recently been posted on the AAMS website. By April this protocol will have entirely replaced the current communication protocol for fixed-odds sports betting . The changeover will be enforced on all operators at the same time. Therefore, the successful bidders won themselves not only new licences but a considerable amount of work.
