On August 28, the Gazzetta Ufficiale (Official Gazette) ran a public notice giving technical specifications on who gaming operators are and what they must do in order to organise the new betting-service system, as laid out in the Bersani decree.
According to the terms, the concessionaire must assure and guarantee the realisation and/or adaptation of the processing system; and must conform to the methods of communication with the national totaliser in accordance with the specifications indicated by the Amministrazione Autonoma dei Monopoli di Stato (AAMS) in the communications protocols.
The concessionaire must guarantee the transfer of information to and from the national totaliser, through a supplier of connectivity services recognised by the AAMS. Concessionaires must also manage the technological, commercial and administrative point of sale of bets placed on horses or sports, which could be a games shop or an area dedicated to the collection of bets situated within a shop.
Spaces used for marketing public games must be physically distinct from locations dedicated to other activities exercised at the point of sale. The back end – that is, the area of the point of sale of bets, dedicated to the marketing of games, reserved for the staff and in which are installed all the equipment necessary for the collection of bets – must be physically separate from the front end (the area set aside for players), which must be readily identifiable through the appropriate placement of signs.
The concessionaire must respect these directives, as well as the specific criteria relating to the location of the point of sale or the shop and the distance from the turf or sports-betting shops, calculated as the crow flies, in conformity with the stipulations set out in Article 38 of the Bersani decree.
