Pathological gambling may not rest within the competence of the commission responsible for Health and Hygiene alone. The request has been made by Senator Barbolini from the Democratic Party who suggested re-assigning the proposal to the re-united 6th and 12th Commission, in order to guarantee the possibility of a serious, in-depth approach to the complex subject of the prevention of any form of dependency on gambling. If such a solution does not prove to be practicable, the bill could be taken to the plenary sitting in order for there to be a more in-depth debate. "Gaming, in its various forms, involves approximately 80 % of the adult population, reports Senator Baio, with forms of pathological dependency affecting 4 % of habitual players. For this reason I believe a full investigation into the problem is opportune, although aware of the fact that the outlines of my bill do not fall within the competence of the Finance and Treasury Commission, from the moment that such text disciplines the essential levels of care for those addicted to gambling it also provides measures directed at the promotion of specific publicity campaigns." "Faced with the growing numbers of young people and minors participating in gaming - and one should add - strong support has been registered on the part of the associations and the families of the victims of such dependency". The president of the Finance Commission, Baldassarri, has said that "it would be preferable to maintain a clear distinction between those outlines that relate to the matter of dealing with the health and social care issues resulting from the various forms of pathological dependency on gambling, and those outlines concerning the discipline of the individual type of public gaming."
