In North Dakota, an independent panel on smoking appointed by the governor may recommend an expansion of North Dakota's smoking ban to include bars and taverns. To raise revenues, the panel may also to propose a $1.56 per-pack cigarette tax increase, raising the state's tax from .44 to $2.00.
