The world of poker is in turmoil

The world of poker is right now in a state of turmoil after the release of the news regarding the issue of a circular from the Interior Ministry in which Police officers are requested to pay particular attention to applications for the authorisation to stage poker tournaments. It is in fact the poker community that is releasing the text of the circular on the matter.

Reference is made to a note quoted saying that "A law dated 7.7.2009, no. 88, has been published in the Official Government Journal dated 14 July, no. 161 - Ordinary supplement no. 110, on ‘Arrangements to fulfil the obligations arising from Italy's membership of the European Community - Community Law 2009'. Art. 24 has introduced significant changes in relation to the staging of poker tournaments not held at a distance; in particular comma 28 states that the above quoted tournaments are allowed to be staged by dealers licensed to operate and collect takings for one or more games, subject to the authorisation of the Autonomous Administration of State Monopolies. The preceding comma 27 sets out that sports poker tournaments will be controlled by regulations imposed by the Autonomous Administration of State Monopolies, to be adopted in consultation with this Ministry, and that the maximum amounts allowable for participating in the tournament, the non-profit making rules, etc. will be set.

This said, the addressees of this communication are asked to take every measure in order not to allow any furthering of the staging of sports poker tournaments, for reasons of public interest as set out by the new rule, while waiting for the clarification of the procedure for awarding concessions and for the formal issue of the regulation. Whilst confirming that the contents of this circular are shared with the Autonomous Administration of State Monopolies, the local Prefects representing central government in each Province are asked to inform the Councils within their area of responsibility by whichever means they deem appropriate".
