Since China passed the “Notice Regarding Further Strengthening the Administration of Amusement and Entertainment Venues”, the government of Shaanxi Province has established the “Amusement and entertainment Venue Administration Methods” based on the Notice and also prescribed the “Notice Regarding Related Issues about the Implementation of Fixed-direction Purchase and Supply on Amusement and Entertainment Venues’ Games and Amusement Facilities”.
Currently, Shaanxi Province plans to issue 295 licenses and Xian is assigned the quota of 90 licenses. Xian now has 400-plus amusement establishments and only 20% of them are licensed. Therefore, up till November 2009, the Xian government hadn’t taken any action in haste on issuing licenses. A local industry professional pointed out that limiting the quantity of licenses is disadvantageous to market development. He suggested that the government should let operators apply for licenses freely and adopt the dynamic management mode, and also crack down upon illegal operators.
