In recent years, discussions on casino legalization in Japan have alternated between dynamic enthusiasm and stagnation.
After the House of Representatives election was held last year, a new administration was inaugurated and the industry was keen to discover what kind of attitude the Democratic Party of Japan (DPJ) as the center party held on the casino issue.
On February 27 this year, casino supporters met at the Japan Casino Development Summit” in Tokoname City, Aichi Prefecture. The meeting attracted the participation of related officials such as member of the House of Representatives, Yoshio Maki, who is director of the DPJ “New Era Entertainment Industry Improvement and Development Project Research Team”, a team that is responsible for studying the establishment of laws and regulations regulating casinos and pachinko machines.
Yoshio Maki stated, “DPJ has become the ruling party and finally has the political power to carry out casino legalization. The summit was also attended by Hakubun Shimomura, a member of the House of the Representatives and also the representative of the Liberal Democratic Party (LDP), which had dominance over the casino issue under the previous administration. He said “using DPJ’s guideline to limit the cross-party members’ activities, a large hindrance would be generated.” However, during the operation conference held by the Pachinko Chain Store Association in Tokyo on February 26, a day before the summit, Tsukasa Akimoto, LDP member in the House of Councilors, brought out “the political regime change caused the political situation to continue being chaotic. Therefore, it’s predicted that no achievements will be made for about one year’s time.” The councilor’s conclusion meant that if the congress cannot run normally, there will be no further development in casino legalization.
