Regulation of online gaming is not expected to be finalised in Spain until 2012, with some commentators blaming the delay on national-lottery operator Loterias y Apuestas del Estado – which is said to be trying to postpone the day when it has to compete with foreign gaming firms.
Demands by Spain’s strong local tiers of government to take a role in regulation may also have hindered progress.
Details of the likely scheme are unclear, although a newspaper at the beginning of this year reported on what it said was a leaked document outlining a licensing system similar to those employed in other EU states. Foreign licensees would be required to maintain a base within Spain’s borders, and game servers would have to be linked to a monitoring system operated by the regulatory authorities.
A tax rate of ten percent on winnings is considered likely, although another possibility is an 8.5 percent tax on each bet.
