Receipt rules

The AAMS, Italy’s gaming regulator, has developed new rules covering the games operated on till receipts that retail outlets and other businesses issue for consumer purchases. The regulations were notified to Brussels on 22 October, and – barring unfavourable comments – will complete this stage of their passage into law by 24 January 2011.

An official note issued by Sapar, the association of slot manufacturers and owners in Italy, makes no reference to which games the decree will cover – this will be established later – or to stakes and maximum winnings. It simply specifies the technical characteristics and working practices required for cash registers involved in games of chance played by consumers.

The gaming terminal should have technical characteristics suitable for running the gaming software and the relevant memory should be within the sealed unit. Because the terminals will be networked, they must ensure that data sent and received is safe by using cryptographic algorithms that are at least equivalent to the AES and RSA standards.

The software ensures that virtual tickets are received and managed, and that gaming data recorded by the terminal is collected periodically and relayed to the gambling/betting licensed operator’s system.

A receipt for a gaming activity must be printed on a separate section, after the line containing the tax logo, on the same piece of paper as the till receipt.

The adequacy of the technical test certification issued by the manufacturer or by the importing agent must be certified by a suitable university or by the National Research Council (Consiglio Nazionale delle Ricerche), with attention given to the following factors: the gaming software’s functionality; prevention of modification to technical characteristics and operating modes; memory, security and printing devices; and conformity to regulations.

The gaming terminals will then be checked by an AAMS representative, who may be supported by the regulator’s technology partner, Sogei.

Finally, the Inland Revenue office must approve the gaming terminals by issuing the relevant documents. These will then be relayed by the Inland Revenue office to the AAMS.
