As the last U.S. Congress ended, the Senate passed House Resolution 6162, the Coin Modernization, Oversight, and Continuity Act of 2010, on 1 December. The House of Representatives had already voted for the same legislation, and it becomes law when signed by President Obama.
Both the amusement and vending sectors consider this an important victory, although new coin-validation costs may total into the millions.
The legislation says the U.S. Treasurer may study changes in coin alloys in an effort to reduce minting costs. But it also mandates that when new coinage materials are considered, the impact on vending/amusement machines and commercial coin-processing equipment must be examined.
If it is possible and practical to maintain stability within the equipment’s operation, this review ensures that any new coins will not interrupt the functioning of existing coin-acceptance equipment.
The language emphasises that any changes “to the greatest extent possible, may not include any recommendation for new specifications for producing a circulating coin that would require any significant change to coin-accepting and coin-handling equipment to accommodate changes to all circulating coins simultaneously”.
