CHINA

The culture department of the Chinese autonomous region of Inner Mongolia has developed a plan for amusement game venues, taking into account factors including their current status and regulatory framework, and setting guidelines on the total number of venues to be permitted.

The culture bureau of the city of Eerduosi City is charged with regulating and inspecting amusement game entertainment venues in accordance with the law. Factors such as business area, models and categories of machines at amusement game entertainment venues will be evaluated.

Future applications for establishing new amusement game venues must be submitted to the culture bureau for examination and approval.

DENMARK

Denmark is to tax online gaming operators at just 20 percent, while land-based casinos pay up to 75 percent. The European Commission is investigating.

EUROPE

The Irish government’s new document proposing a revamp of the country’s gaming regulations (see below) also comments on what it terms a “hardening of opinion” in EU member states on the issue of whether general EU commerce principles should apply to the gambling sector.

“There are those that regard gambling products as coming under the normal rule of engagement as far as free movement of goods and services in an internal market are concerned,” it says. “Others insist on the primacy and safety of state monopolies or having a significant state involvement/partnership in the gambling arena.”

FIJI

Fiji is seeking expressions of interest from operators and developers as it prepares to authorise its first-ever casino.

IRELAND

Ireland’s Department of Justice and Law Reform has issued its proposals for completely overhauling the country’s gaming regulation, saying that the current regime – largely based on the 1956 Gaming and Lotteries Act and 1931 Betting Act – “really has its origins in a 19th century outlook that gambling is a vice”. The new recommendations stem from a consultation which began in May 2009.

Amusement machines would be classified into seven grades:
