Navarre hits compulsive gambling

The government of Navarre is to restrict the use of special amusement machines - those that give large prizes - solely to amusement arcades. The measure, contained in a decree approved last month, is intended to restrict compulsive gambling and has recently been sent to parliament.

It is estimated that compulsive gambling can affect up to 3 per cent of the region’s population. As a result, the Navarre authorities have passed this decree and introduced various measures relating to the approval, licensing and installation of gaming machines, as well as the rules for amusement arcades. The legislation keeps the maximum price of a single game on AWPs at E0.2; lays down that the maximum paid out by a machine is 400 times the value of the game; and that the percentage to be returned in prizes is not less than 70 per cent of the value of the games played.
